Short answer is tracking doesn't affect movement but movement affects tracking (which is probably what gave you the confusing answers). From the section on Travel under Exploration in the 2024 PHB:
Typically, the survival skill is used to track something. Traveling at a Slow pace gives advantage on Survival checks. Moving at normal or fast pace has no effect on Survival skill (tracking) use. So tracking while moving doesn't affect your movement but if you decide to move more slowly, it makes tracking easier.

There’s no single hard RAW for that. It’s DM’s call, like most skill checks.
