Just a thought but with an artificer, we all know they create magical items and when picturing a magical item most would imagine gems and/or runes. What stops an artificer from studying different items and runes with their effects to put on equipment or such for custom made equipment?
I mean, I love the idea of letting your artificer craft using the spells that they know and potentially making custom items. Unfortunately the rules aren't written that way; artificers have the tools and arcana that are prerequisites, but they don't get much else to give them access to crafting. (The subclasses have halved time on items matching the subclass, at least.)
You have some quirks and minor properties that you can add RAW under the crafting rules, but RAW you're limited to published items. It still comes down to what your DM allows, since at the very least you'll need downtime and gold.
I'm aware of the restrictions. This is mostly a thought on something more interactive with certain classes that could open up a ton of options.
You'll have to be more specific. Off the top of my head, either Artificer class features are restricted to Artificer spells or are not explicitly restricted by class spells, making multiclass pointless. Artificer class features benefit more from Feats and Backgrounds that add spells to class's spell list. For example, the Guildmaster's Guide to Ravnica and the Strixhaven Curriculum of Chaos backgrounds add spells to the class list. The Dragonmark Feats from Eberron Forge of the Artificer do the same.
As stated earlier it was a thought and wish, mostly under the mechanics area
Like a feature request? That was not really stated anywhere, but I'm not sure what would be a more appropriate place for it. Homebrew and House Rules might be good for brainstorming alternative mechanics. Unearthed Arcana discuses play test material and might (but don't count it) be monitored by staff to provide feedback to the dev team.

Artificers can only replicate certain pre-published magic items using their class features. Wizard levels don't change that.
Outside of the Artificer class features, they craft magic items the same as anyone else.

What exactly are you trying to accomplish?

You posted this in Rules and Game Mechanics, so the answer is very simple: the rules say no. I wish they didn't.
