So I am trying to add the spell "Silvery Barbs" to my Chronomancer using D&D 5e and am not able to? If I search for the spell in the Rules/Spells Section it is there, and shows as available for Wizards, but when I edit my pc spell list the spell does not appear on the list for selection? How can I add it?
Do you have 5e Expanded Rules checked under Character Preferences? Silvery Barbs is Strixhaven content, so you'll need to own and enable that book in the character creator to access the spell.
It's from the Strixhaven book. If 5e extended rules isn't enabled on the character, or the character is not in a campaign in which the book is being shared with you, it won't be available.
5e Extended Rules are enabled but when I look at the Campaign Source Materials page, Strixhaven isn't listed (either as Blocked or as Shared) so I suppose it hasn't been purchased by the DM?

Sounds like that might be the case, unfortunately.
I’d first make sure your DM allows it, it’s often complained about and sometimes banned. (Personally, having used it as a player and DM, it’s never been a problem, but that’s a different conversation.)
If your DM allows it, and doesn’t want to purchase strixhaven, you could ask about homebrewing it, as long as you don’t publish it, Or, you can purchase strixhaven. As long as someone in the game has the master teir subscription, it will be shared with the group.
