So I'm going to be playing a lvl3 Blood Hunter with 22 HP. When I activate my crimson rite, assuming I lost no HP, would my max become 19 and my current HP become 16 or do I take the damage first, and then the max reduces leaving my at 19/19?
Like Chicken Champ said, 19/19. The point of it is your health is reduced and it is impossible to really heal back that health, though some later level spells restore reduced max HP (Greater Restoration, I believe).
Oh ok, I gotcha. I just wasn't sure if I took the damage before or after the Max HP drop. But this makes sense, since after the rite fades and my HP goes back to regular, I'd still be down 3 HP.

I'm going to make this way harder than it needs to be.
