In addition to Fighter's Action Surge, your reaction can let you cast multiple non-cantrip spells around. Also the wizard spell Time Stop and the 17th level Rogue (Thief) ability Thieves' Reflexes allow you to cast multiple levelled spells per round.
Finally, there are several work arounds, such as the use of scrolls (and other magic items), the use of the spell Contigency spell, and the use of minions to get a similar effect as if you were casting multiple spells in a single round.

I think a couple users already pointed this out in another thread, but as long as those magic items don't say that "you cast" the spell (or something similar).
