B. Seriously? That's some heavy handed home brewing going on there. Maybe show him fighter extra attack (3 attacks at 11 and 4 at 20).
Barbarians, College of Valor Bards, Monks, Paladins, Rangers, and Pact of the Blade warlocks through the Thirsting Blade invocation all have access to the basic extra attack (the one that only gives one extra attack, usually at 5th level) and those are just from the PHB. A 2d6 weapon goes from 7 average damage (12 max) to 14 average damage (24 max) with the extra attack, not factoring in bonuses or hit rates. Eldritch Blast, by comparison, goes from 1d10 (5.5 average 10 max) to 2d10 (via a second beam that can be directed at a separate target just like an extra attack) for 11 average and 20 max. Everything that can do that kind of damage or better from a weapon perspective already has a -2 AC built in because they are heavy forcing two handed fighting or versatile and requiring the two handed to hit the d10 category. A sword and board paladin with shield and longsword is only going from 1d8 (4.5 average) to 2d8 (9 average) which is the best that you can get going sword and board without a magical or home brewed item.
Edit: it sounds like the DM might be trying to make it a sort of two weapon fighting, if so, there are rules for that as well. And that would be on top of extra attack.
Your DM doesn't know what they are talking about. Try explaining to them 5e is an extremely balanced game and there's no need to homebrew. But I honestly would stop playing with someone who's so terrible at balance. It means they are tweaking encounters past suggested guidelines and probably fudging rolls and what not.
This same matter was being discussed over here, and indeed the rules both as written and as intended do not support your DM's feelings about the Extra Attack feature.
Does a spellcaster have to reduce its AC by -2 every time it casts a 3rd-level or higher spell? No. Does a monster reduce its AC by -2 every time it uses its Multiattack action? No. Does a fighter have to reduce its ac AC by -2 when it uses Action Surge? No. Why? Because it's not written anywhere in the rules.
Martial classes get extra attack to keep the balanced with spellcasters (rogues don't get extra attack because sneak attack).
And it barely helps. At higher levels, martial classes are still reliant on magic weapons and other class features to keep their weapon damage equal to a spellcaster's cantrip damage.
Ask him if he'd let you make your 2nd attack if you decided to go unarmored...or if you promised to use a dagger instead of your sword...or if you promised that every other round, you'd attack a party member instead...
...or if he'd let you make your 2nd attack if only he just stopped throwing weak tea monsters at you.
My DM won't let me use my 2nd attack, even though i'm level 5, because it's too overpowered...
He says that to use it I need to decrease mt AC by 2 for the rest of combat.
