Yeah, it's pretty weird that the Swashbuckler stat block has Suave Defense, but the Swashbuckler subclass doesn't. Especially considering the swashbuckler has rogue abilities.
Suave Defense is for Monsters. It's in Volo's Guide To Monsters (page 217 if you care to look). That's where you will find the stat block with Suave Defense. So no, it's not a Player Character thing at all.
Yes, that's typical for NPCs. It's not like PCs can learn Shield Bash or Brute from a Gladiator, for example. As a general rule, PCs have to accept living in a world full of people who can do things they will never be able to.
Player Characters get plenty of things they can do. There isn't any need to add things Monsters do. They would be hard to balance. Brute: A melee weapon deals one extra die of its damage. Any weapon. Any size die. Every single hit. Presumably that can crit. Imagine the arguments that is going to cause.

Is there any provision for a PC to have suave defense or is that not a thing for players?
No, I don't think any Player classes or subclasses grant that ability.
