Those are temporary hit points. So yes they are in addition to the actual hit points of the monster. However, they are two separate things, you need to track them separately.

Nice! This thing kicks ass. Also because it can move through solid objects as 'difficult terrain' can I theoretically just have it wander an entire room looking for secret walls? I guess that's up the DM right?
What about the "it gains a special bonus to its attack rolls equal to your Charisma modifier", is that on top of it's +4 to hit, so to hit = +4 +Char Mod?

That is indeed the intended effect, as otherwise it would state "the attack bonus of its attacks is equal to your Charisma modifier"

"When the specter appears, it gains temporary hit points equal to half your warlock level."
In this in addition to the 22HP that the specter has in the monster manual?

Yes, they can pass through any wall. Unless there is some special magic in play.
