Any cantrip that was a Bonus Action did not use the Cast a Spell action. That only comes up with Magic Stone and Shillelagh, but yes they existed before Tasha's.
Oh! I thought of another way to cast a spell without using the Cast a Spell action. When you use the Ready action to cast and hold a spell. You still cast it, but it's technically not the Cast a Spell action. Again proving that casting a spell and the Cast a Spell action are two distinct things.
All of these cases are [Tooltip Not Found] action. The rules for the action state that it is not necessarily only an action because spells have different casting times. And the ready action is readying an action, in this case the cast a spell action, and is still taking that action as a reaction.
[Tooltip Not Found] has always been the odd one out from the other actions. I don't think a feature has ever really refered to the "cast a spell action" specifically (unlike with attack action).
In that sense it could be RAI that war magic requires the cast a spell action. But since it doesn't specify action type in the RAW, it could be used with bladesinger's extra attack.

Correct, and if you are multiclassed Bladesinger and use your Attack action to both make a melee attack and cast a cantrip, you have used your action to cast a cantrip, therefore you can make a weapon attack as a bonus action.
You have used your action to attack, not to cast a cantrip. The fact that your attack includes a cantrip does not mean you used your action to cast a cantrip.
The actual point here isn't that you need to use your entire action to cast 1 cantrip, the feature only states that your action must include casting a cantrip in some form. It doesn't say that it can only be a cantrip, just that a cantrip has to be included in that action.
It says "when you use your action to cast a cantrip" not "when you use your action to only cast a cantrip".
Thus loopholes were born. I'm not entirely sure how great this is balance-wise, but to be fair if your a bladesinger who takes 7 levels of Eldritch Knight, that's a big hamper on your spellcasting compared to a full bladesinger.
No clue how RAI or not RAI this is, could go either way.
Edit: Bladesinger lets you use your action to attack twice and replace a attack with a cantrip. Meaning you made a attack and cast a cantrip using the same action. Thus, that action is making a attack and casting a cantrip. Therefore, since you used your action to cast a cantrip (along with some other benefits) it works with War Magic.
Also another point for the balance thing, most bladesingers tend to already have a use for their bonus action in combining Shadow Blade with TWF, so while a cantrip is probably better than a Shadow Blade attack, it's not gaining as much damage as you might think. Although bladesingers who don't TWF for some reason definitely see a lot of gain.

It could have something to do with Bladesingers being wizards first and melee combatants second. There are lots of other spells they could cast besides just shadow blade. They can only concentrate on one spell at a time. And having their other hand free to manipulate a component pouch (preferable, IMO) or spellcasting focus is invaluable.
