im about to put my PCs through a maze in the arctic. they spot it whilst on the ridge of a mountain but its a bit out there on the plains. i'm going to have my PC who has a proficiency with cartography tools roll perception with adv cos of tools, everyone else dis adv, if they want to try, on a DC5 he can tell how many layers are in the maze (7), 10 gives him the lay out of the first 2 circles, 15 3 circles and 20 4 circles. the maze is also going to be filled with traps and a odd monster.

Mechanically, this could be handled as a perception test using either Perception proficiency or proficiency in the Cartographer's Tools. Any character who has both would roll with Advantage.
However, personally, I would not give any bonuses until they have mapped decent bits of the maze. Essentially, their maps help them circle back, avoid repeating directions, and spot dead areas that they haven't mapped out yet. If they can see it from above and spend time mapping it out, that's different and warrants an immediate bonus when they enter the maze.
