I working on a Bard Character who picked up the skills of playing bagpipes from the dwarves while traveling the world. However, I can't really find out where he would have picked up the habbit of wearing a proper Tartan. I've come so far that the Ffolk in the Moonshae Isles are Celtic in culture, but I can't find any references to them being more Scottish than Irish and of them actually wearing Clan Tartans. Anyone have any idea to a Faerûn/Toril culture that wears these?
I seem to recall the Moonshae Isles often having Scottish accents in video games (much like Dwarves do), but their portrayal in sourcebooks seems more Irish. I don't recall any Kilts or Tartans in Faerun, but a quick Google search says:
The Iliathor Moon Elf Clan favors tartan patterns
Azer favor Kilts
Since Azer are just fire-Dwarves, it seems reasonable that your bard could've picked up Kilt fashion from the same Dwarves that taught him to play the bagpipes.
For some reason I never found those while googling. Only found a Tulrun an Uthgardt archmage wearing one an noone else of the Uthgardt described as wearing one.
I'll probably stick to one of the small settlements of dwarves on the Moonshae Isles.

Fey lands? Scots and Irish where preeeety sure you could just get so lost that even the fey are confused.
