Now I know magic items are a little iffy when it comes to theory crafting a build, but hear me out XD
A kobold at lvl 20 samurai fighter can (with a double-bladed scimitar) can do 10 attacks. 4 normal + bonus action attack + 4 from action surge + 1 from the Rapid strike feature since kobolds can get advantage from pack tactics (I know the sunlight sensitivity is a thing but calm down I am getting there)
NOW we get to the magic items. Firstly the thing that will make this the most fun, is to beg your DM to give you a flame tongue DBS. The second more important item is Knave's Eye Patch, This item will negate the sunlight sensitivity, which means infinite advantage BITHCES. Now the icing on the cake is a belt. Now any belt can work but if we gonna min-max then it's a storm giant belt.
So in conclusion what happens when you start the second (Cause you to need a bonus action to activate the flame tongue) combat round, (You have a +15 to hit so we gonna assume you'll hit) you start with the 9 normal attack which does:
(2d4x9)+(9*9)+(2d6*9)
Now we do the normal bonus action attack from the DBS which adds another d4+2d6+9. WHICH brings us to:
19d4+90+20d6
SOOOOO in this case if you do literally 1 damage on all the dies, you still get:
129 points of damage
Now if you have a friendly little wizard and a cleric who can cast haste and divine weapon, now we are doing:
21d4+99+22d6+22d8
SO now we doing (Taking the same 1 damage rule):
164 damage ma dude. SO hope you guys like this dumb build.

Change out the kobold for a half-orc, change out the DBS for a great sword or a glaive, toss on GWM and/or PAM. Change out Knave's Eye Patch for a Butcher's Bib. Actually use great weapon fighting style. Both builds let you roll lots and lots of dice, including being able to reroll lots and lots of dice again on a 1 or 2. Both deal lots of damage.
A rapier with dueling is 6.5 per hit, more than a d10 halberd, about the same as a great sword or great axe. Piercer feat replicates GWFS rerolls, so it’s really just the same damage but higher AC (shield) or with a bonus action attack (TWF).
obviously GWM changes that back in the halberd/greatsword/greataxes favor... but if, for whatever reason (like being small or being an MC rogue or wanting to use Dex based attacks with Elven Accuracy) you’d rather use one handed weapon... rapiers do as much as big weapons, minus GWM.

Still that's a lot of chances to roll a one.
With a feat, DBS can be used with Elven Accuracy and fighter has the room to add half feats and feats galore.
Regardless, it's one of those niche builds focused on doing lots and lots of damage without much consideration for other aspects of the game.
An interesting aspect of Booming Blade and Green Flame Blade that I hadn't considered before is the possible interaction with Elemental Adept, particularly in builds that can change the damage type like sorcerer with transmuted spell. It loses out on the ability to deal multiple instances of static damage like GWM or dueling, but having that floor increased to 2 would be quite nice. YMMV depending on how many of the dice the DM ruled could be altered to a minimum of 2, but the RAW doesn't seem to care as long as the spell deals at least some damage of the type chosen. It's a small gain but increases that damage floor.

I'm going to make this way harder than it needs to be.
