Are we counting dhampir in this? The additional ability of their natural weapon, plus the fact that it scales with Con, not Str, probably make it the most effective of the natural weapons.

Theirs is a special case, yeah. It's basically a magic item! It would be interesting to see other natural weapons follow this formula and get unique rules, but it wouldn't really feel appropriate for most of them, I expect. Let's see how many I can invent before I'm really reaching.
Tabaxi - When you hit with your claws, you can steal something from the target (as a bonus action?).
Tortle - When you hit with your claws, you can... Reduce the target's speed for a turn. (??)
