Yeah, lucky and tough feats would be very important I think. I will agree to that. I'd think no casters though, their spells would be too easily resisted if they even had the ability to cast spells with stats that bad.
You HAVE to be a caster, it's the only way you'd ever be able to do anything. You're going to suck at making attack rolls, and your armor class is going to be terrible because of the negative dex score. Moon Druid gives you access to Barkskin(the best AC you're ever going to get in mortal form) and wild shapes (getting rid of your crappy stats in exchange for worthwhile abilities). If you go moon druid, you'll be able to pretty much always been in animal form, which is the best you can hope for. Just need to make it up to like level 4 somehow.
There's also plenty of spells that buff for druids, allowing you to basically buff the party and immediately hide in animal form whenever combat starts or spells that don't require save but which affect combat (Fog Cloud, Spike Growth for the difficult terrain, etc) as well as all the Conjure spells to summon things that can fight for you.
The more I think about it, the more I feel like you could have a Moon Druid with these stats that wasn't a completely useless character. It's just making it to level 2 that would be the hardest part.
Minor point GiantOctopodes- Heat Metal has a con save if they're trying to hold onto it, but it's still a great offensive damaging tool for against someone in metal armor.
