From what you've said it seems likely that the intent was for it to be limited in the same way, but if you want an official answer you'll probably want to ask the people who wrote/published it.

My guess is it would be limited as Dex is. Why would they make it easier to have a high AC for a mage over melee classes

Yes. Essentially, for a RAW and RAI. You are substituting intelligence for where it says dexterity. Everything else remains the same.
Sorry for post necro, but it seems this has no answer. The mystical armor warmage trick allows you to cast mage armor that can use your spellcasting bonus rather than your dex bonus.
The other normal rules for mage armor (and for determining AC in general). You choose one formula for determining your AC they are not combined. So in this case with mage armor your AC is either 13+dex bonus or 13+spellcasting bonus.
Mage armor say "a target that is not wearing armor", but even if you had some feat or racial power or ability that gave you a bonus like medium armor it would only add another formula for you to choose from. Like if you cast mage armor on a barbarian.
