I've found that most things people want their new homebrew spell to do can be found in a spell from a past edition. If a player wants to develop a spell, I let them start with the Encyclopedia Magica books from 2nd edition and skim through them, then based on the level of that spell and what they want their "new" version to do they can come up with the level and description and we sit down and discuss how they would see the spell being used in both combat and non-combat scenarios.
It is a long process and only through gameplay will you see if you've hit your mark.
