It'd be the same as firebolt 1d10, it really doesn't need to be any different, which means multiclassing for Eldritch Blast is less viable, no longer can a sorcerer 17/warlock 3, paladin 17/warlock 3 or bard 17/warlock 3 cast eldritch blast as well as a warlock 20.
I simply don't agree with the suggestion on principal level, and would like to see the fix to Eldritch Blast + Agonizing Blast being the go-to "dip-benefit" involve something with the Agonizing Blast invocation.
So you also believe anybody that dips Fighter should get 4 attacks a turn at level 20 from a 1/2 level dip? Personally I think it's madness, that simply should not be the case. Eldritch Blast is by far the most ranged powerful Cantrip in the game, it is meant to be challenging the type of damage output from martial characters like fighters, barbarians, rangers, etc. You shouldn't get a classes signature feature at full strength from a 2 level dip at their level 20 equivalent power.

But I don't want to gut the baseline Eldritch Blast, or make it just Firebolt but force damage either.
If something has to give, I'd much rather see Agonizing Blast moved up to atleast 3rd Warlock level (possibly even 5th), or stripping the + Charisma for damage rolls from both the Pact of the Blade as well as the Agonizing Blast, and creating a 1st level Warlock base Class feature that allows you to add Charisma bonus to a damage roll once per turn on any attack or a spell that required an attack roll, and then have the ability scale up to twice at 5th level, thrice at 11th level, and four times at 17th level.
This would simultaneously discourage Warlocks from dipping into Fighter for Action Surge, and also discourage dipping into Warlock to only get Eldritch Blast + Agonizing Blast, or Pact of the Blade for Cha to attack rolls.
We have already seen an intention from WotC to remove spellcasting from action surge, so that one is already being addressed, in a previous UA, Eldritch Blast scaled with warlock level, the suggestion I have put above scales Eldritch Blast and some other cantrips to warlock level. What you're asking for is the warlock class to remain broken, like fighter would be broken if people got the 4 attacks a turn from 2 levels of fighter. You can't give a classes major progression to other classes from a couple of levels dip and expect it to be okay.
Agonizing blast is required for Warlock to stay up to par on damage, in my suggestion Agonizing blast is only usable once if you don't reach the feature, which comes in at 5th level, since no cantrip does multiple attacks without it. Limiting Agonizing Blast to Pact of Tome does not really fix the issue either, since most of those (paladins) speccing for Pact of the Blade are mostly after using melee weapons with charisma and any ranged damage is a pro, even a nerfed Eldritch Blast.
The only way to actually fix the issue is to limit the number of rays to Warlock Level, anything else is barely even a stop gap or harms the Warlock Class in other ways.
I would say make this an invocation. And let the riders effect as many different creatures as you hit. Cantrips with riders deal less damage.
Split Cantrip Prerequisite: Level 5+ Warlock, At Least One Warlock Cantrip Choose one of your known Warlock cantrips that has an attack roll and targets only one target. Instead of making one attack roll and applying all of the damage on a hit, you may make an attack roll for each die of damage applying only one damage die to each successful hit. So if a spell normally deals 2d8 damage you instead make two attack rolls dealing 1d8 damage each successfully hit. If the cantrip has an effect, a target can only suffer one instance of the effect no matter how many times they are hit from the same casting. Whenever you gain a Warlock level, you can change which of your attack roll Warlock cantrips benefits from this invocation.

The issue with Eldritch Blast isn't the fact that it creates more than 1 beam at higher levels, but that you can add your Charisma bonus to each beam separately with 1 level of Warlock (Invocations become available starting at 1st Warlock level in UA7). There is no point in trying to rebalance all the cantrips the Warlock has access to, when you just need to change the way that Agonizing Blast works.
