I'm guessing it's because any player can make maps, if they really want to. There is nothing about playing a Ranger that makes the player (not the character) better at drawing maps.
cartographer is an artificer because the the,e for artificer is essentially various types of wartime 'jobs' soldiers. medic, artillery, infantry and tanks. they decided what was missing was a scout/recommaisance/ information soldier type.
mostly it looks like they decide they want to expand a class, or explore new riffs on the concept, and they think about whats on theme thats missing, or fits into this setting.
So its not that other classes dont scout, its that they were looking for something new interesting and on theme for artificer.
class concepts can overlap, like blade singer, eldritch knight, and certain warlocks,
samurai and kensei.
scout, and cartographer overlap a bit.
the different classes usually approach the same overall concept in a different way.
I like it. I've always been very much on the fence with artificers. I like the core, but always hated just how steampunky the archetypes felt to me. This looks pretty easy to fluff into something that doesn't have me rolling my eyes and checking out.

And we already have Circle of the Stars druid which appears thematically similar. I wonder how new subclasses are chosen.
