The first line of the rune carver power says “You can use magic runes to enhance your gear.”
Since it says “your” gear I’d say that means other party members could not use it. I mean, they might be able to pick it up and swing it around like a normal sword, or whatever, but they lacking the special training to benefit from the runes inscribed. They just have a cool looking sword.
Now if an artificer created an infusion and gave it to you, I’d be ok with the item being infused and bearing runes. But only the RK would benefit from both. Anyone else would only benefit from the infusion.

This isn't clearly stated, but it is possible to inscribe a Rune on an equipment and allow other party members to use it?
To me is seems the power is in inscribing the magical runes, which logically after being attached to the equipment, can be used by anyone.
This would be interesting to stack on top of an artificer infusion, and start passing around fairly powerful equipment.
