When a fighter action surges after making their first set of attacks with extra attack can they use their extra action to make another set of extra attacks? For example a level 5 fighter attacks twice with one action, action surges, and then makes another two attacks with their new action. My group is very on the fence on whether or not this works but as far as i can tell the way its written should allow this.
Yes. Action Surge lets you take another action, including the Attack Action. Extra Attack lets you attack more than once when you take the Attack action on your turn. Nothing in the wording of Extra Attack or Action Surge limit how many attacks you can make with this extra action. Contrast it with the Haste spell. If you use the extra action granted to you by the spell to Attack, you're limited to one weapon attack only by the text of the spell.
So yes, a Level 20 Fighter could use Action Surge to make 8 attacks on a single turn, without factoring in any fighting styles, subclass abilities, feats, spells, etc.
