The spell Dragon Breath lets the target its cast on use an action to exhale a breath weapon effect every round while the spell is active. The Dragonborn's innate breath weapon tells you how many times it can be used. Monster breath weapons use a recharge system: after the ability has been used, roll a d6 at the start of the monster's turn each round after it's used the power. If the number rolled is one of the ones listed under "recharge", the ability is restored and it can use it again. Otherwise it will have to roll again the next round to see if it recharges.
