So I'm about level 15 and the most powerful magic item I have is a fairly useless Uncommon, aside from the Uncommon I picked at character gen. New player joins the campaign at level 12 , rolling a tank and the DM decides he can have 2 Rare items. He's also the only person in the campaign that can make use of a Legendary/Artifact weapon, so the party of course gives it to him. So new player has 2 rare magic items and an artifact level weapon. New player then grabs a magic shield from party loot.
Here I am, faithful player....been running in this campaign for over a year and can't get a decent magic item because the DM thinks I do too much damage as it is. I'm a dps, I do damage...duh. Tanks take damage, they shouldn't be able to deal out dps. When they're able to do so, who would want to be a DPS (with a weak defense)?
Brought this up to my DM and he basically said he doesn't care about my tears, that I did too much DPS (even though other players in the party do comparable DPS) and the magic items each player has shouldn't be important.
Meanwhile, I'm level 15...no magic armor (literally wearing non-magic Studded Leather, as in same starter gear a level 1 has), no magic weapon. I could understand that if nobody else in the party had legendary/massively epic weapons. Yet I'm a crybaby if I point out the obvious difference/lack of magic items.
I'm literally at level 15, one of the highest levels of play I've ever had and.....there's no magic items for me. No magic armor, not magic weapon, no misc items that give stat bumps or anything that I'd associate with high level play. Yet other players in my group have such epic/artifact level weapons. I'm all "where's my uber weapon?". DM, "You do too much damage as it is, why would I put an item drop in the game for you?".
So I can't get a magic item/weapon/armor/whatever....until the other party members feel happy with their role in the party? Granted, I play smart....deal dps and minimize my damage. If another player makes stupid character choices/is dumb in combat or just can't do the DPS I can, they get handed magic weapons/relics/artifacts. I'm all, "So the tank can't do as much DPS as I can, he cried and so you gave him a magic weapon so he can feel 'special' too?".
Everyone loves to kill mobs and do dps. Tanks and healers shouldn't be focused on how much dps they're doing, that isn't their job. If they get jealous of how much a DPS class does....tough.
In short, TL:DR; other players aren't doing their best....so I get nerfed for it.
Sounds to me like your DM has some sort of personal thing going on with you... I mean, it's not your fault if you are lucky with your dice rolls or if you are really good at taking advantage of the situation, that doesn't really require him to "punish" you...
My suggestion would be to put him in front of hard evidence of the fact that your character is not more performing than others, and then see what he replies. There is always the risk you'll discover something you do not like, i.e. that he doesn't like your way of roleplaying and therefore he's punishing you, or that he doesn't like your character and therefore punishes you or other reasons along those lines.
If you guys are friends you should be able to find a compromise or solve this situation. Hopefully the personal relationship will not get affected.

Perhaps you could also ask him if the main reason is your damage output, then how about some items that are not directly damage increasing. Utility type magic items can be useful on their own.
Yes, it is a low magic campaign, yes you are getting shortchanged. The DM gave the new player all the shinies because he probably wanted them to stick around and keep playing by giving them something very strong to work with. Is this very fair for the other players, not particularly but it is to a purpose. I generally agree that you should receive at least SOME magical items, and that a starting fresh player should probably not be overloaded with unearned loot (cheapens it for other players). Perhaps you can also bring it into the role playing opportunities, your character keeps eyeing the other players magical items, jealously gazing at them. Perhaps you occasionally 'borrow' one to see what it would be like to have a magical item of your own. But to be honest I say that out of spite, because I would probably take that idea too far and be extremely passive aggressive about it which is NOT the way to get things done. At least if you would like to keep your friends.
Communicate, talk to them, tell them how it feels to play the game with how things currently stand. Explain that the game feels diminished when there are no rewards for the time spent playing. Communication is key.

If it was a low magic campaign, then new players wouldn't get multiple rare/legendary/artifact items. Instead, what happens is a new player to the campaign gets 2 rare items and a godlike/artifact weapon whereas I'm stuck with the uncommon items I picked out when I was a very low level. So what I see is happening is that players that have made every session for over a year, don't get squat....but new players (of lower level) get huge incentives to join.
So our latest dungeon run has mobs with an AC of 20. Not the boss mobs or the middle level mobs....but the "you face tons of the grunts" sorta mobs. So many people in the party don't have a + to hit, so they're missing so often on their attacks. Players just rolling dice and saying "I miss...I miss...I miss."
Meanwhile, no players in the party have magic armor..everyone has the same AC as a level 1 noob. No players have any magic weapons that give a bonus to hit...and we're talking level 13...14 characters. By level 15, players should have SOME magic armor/weapons....right?
Sounds very frustrating. I do not know the person so I could not say whether it is intentional or not. Talk to them about it. If this is going to be the breaking point of whether you can enjoy playing or not with this group that is something you yourself must decide. All we can do is try and give you decent advice on how to solve it. Communicating with the DM AND the party. How do they feel about you not getting much past your two uncommon items?
