Did they make it so that everyone can use custom lineage without having to buy Tasha's Cauldron of Everything?

The idea for it, is to allow people to make a character based on ideas not yet covered in the rules. Between 1st, 2nd, 3rd, 3.5, and 4th there are hundreds of player species/races/ancestries not yet introduced. Custom Lineage allows for you to make something close.
Classic example Shard Minds from 4th ed.
To make one, it need a psionic feat with mage hand, and a +2 to int +1wis. There were other bonuses like Warforge no eating breathing and immune to sleep and charms. They also use Telepathy to talk... so technically a second feat.
For the Custom Lineage you should always discuss with the DM what you are going for, and if possible look up the most recent edition that race/species/ancestry appeared in to get an idea for stats.
