The simplest answer is "however you and your DM want to handle it." I mean, if you want to explore the nature of the familiar/wizard power dynamic, maybe it might lead to some interesting developments. I'd suggest looking into anime shows like The Ancient Magus Bride or older Robin Williams movies like Hook (for the Tinkerbell/Pan romantic subplot) as a guide for how things might play out.

I am wondering if there is actually a compelling story here or if its just inherently silly. He didnt get her with the find familiar spell, he genuinely saved her life from a poacher who trapped her in a jar and she made her home in his cloak slowly gaining more and more trust over a long period of time.

Given the way they met, I have one question: is she already a de-facto familiar, or has she been considered akin to a familiar up to this point, but with no real benefit to either her or the wizard?
I ask this because I think that if the answer is the latter, this romance could make it so that she becomes a 100% familiar, therefore granting all the bonuses connected to this status and creating a bond between the two in the system itself. If she already is, mechanically speaking, you could just strengthen the bond, increasing a bit both bonuses and risks.
In either option, one thing remains: it doesn't seem like a silly idea at all to me, and it could most definitely spring some extremely interesting situations and developments in terms of roleplay, but it would, at least initially, require quite a bit of work for you to weave this properly into the day-to-day of the adventures. Maybe other wizards or magic users seeing the behavior of your player's character towards his familiar will make them look at him strangely, talk under their breath and generally seeing him as an odd one, possibly creating some tension for the whole party. Then, depending on how the player reacts to this you can adjust the general reaction and slowly make it either a clearly distinctive trait for the character, that makes him a "famous" wizard of sorts, or something accepted and brought up only from time to time.
This is just brainstorming, and I am sure you can come up with a lot of ideas on how to make use of such a deep connection between the two :)

She actually hasnt been a familiar up until very recently she was more like a follower and even is a bit tougher than your average familiar but he decided to perform the ritual as there bond grew, he actually had no intention of taking on a familiar until very recntly. He is seen as a odd ball by other Wizards, he refuses to use attack magic or harmful, he sees magic as an altruistic way that it can make the world better but should never be used to bring harm to another person. He is a bit cooky despite being very young he behaves like forgetful professor.

WoW, that is actually a really neatly fleshed out character. I think the romance between the two could only improve the overall experience of the party given these premises.

Sounds like a very cool, organic growth of the idea. I'd certainly allow it, and make it that the impetus to "tie the knot" so to speak and bond her as a true familiar now. Have you read Robert Jordan's Wheel of Time series? You could envision it as similar to the bond between an Aes'Sedai and her Warder.
Her name is Peck and they are actually both very well developed characters for a roleplaying game. Peck is impetuous and aggressive, speaking sylven most of the time and lashing out at people being a brute whenever she can get away with it. Kicks rats and punches roaches type of person. But also fiercely loyal to awlin, heck the wizards familiar even has recognizable title, is treated more like a party member than just a familiar she is usually called Peck the hero fairy just due to the exploits of her party.
