I have a question. I have not played D&D in about 25 years, but I would like to get back involved. To whom would I speak regarding this matter? Any answers would be much appreciated. Thanks in advance!
For playing online, you could go to roll20 and try to find a game. Check their looking for group areas. Not sure how many choices there are right now, but that’s a good place to start. I’d imagine foundry has some lfg areas, too, but I’ve not used that.
In terms of books, they (roll20, foundry, dndbeyond, wizards) are all different companies, so any books you purchase on one will not be useable on the others. So probably best to find a group and work from there, that is wait yo purchase anything. There’s also lots of options for sharing books, so you could get lucky and find a DM who has and shares a collection, so you don’t have to buy them.
I would even wind it back another step, first consider if you have friends, workmates, family members or the like who might be interested in playing a game. Put the word out and see who is keen. Many schools and workplaces have D&D clubs, and sometimes there are local clubs based out of stores or libraries which could be worth checking out. If you can't find groups or friends, then I'd look further afield to the looking for game forum areas as previously mentioned.

Aside from Xalthu's suggestions above, there's a Looking For Group (LFG) forum on DDB here and another one for Play-By-Post (PBP) as well here.
Want to start playing but don't have anyone to play with? You can try these options: [link].
