On the world of Eberron, the Library of Korranberg in the nation of Zilargo, the University of Wynarn’s library in the nation of Aundair, or Morgrave University’s library in the city of Sharn
Yes, they can, and probably without requiring that much effort in the adaptation. I haven’t read through any of the adventures in the book, so I can’t offer any specific advice, but if you have a working knowledge of Eberron I don’t expect it to be very difficult.
Some, or at least one, of the Candlekeep adventures is actually setting agnostic, and actually now I'm thinking at least three. That is, the presumption is the characters start in Candlekeep (or the worlds Candlekeep equivalent) or just somehow come across the book prompting the adventure. After that the specific locales in the adventures I'm thinking of aren't actually part of the official FR in fact one writer just says "put this wherever you'd like, it doesn't really matter." So those sorts of adventures are the easiest.
The other adventures in the book are a little more FR specific, like particular cities and factions in those cities are brought into play; but it wouldn't be hard for a DM to reskin say Baldur's Gate to an equivalent trade city in the DM's non FR world. Or Anauroch just needs "big sandy dessert."
Some of the adventures require the world to have some connection to the Feywild and Shadowfell, so if those are things in your game you may need to build equivalents worked up in your game.
