I know if you are a spellcaster and learn a spell, you can customize the spell to display as an attack. But if you get the spell from an item (Staff of Power) that lets you cast Fireball, this won't show any customization to display as attack? Am I missing something? Is there a way to display spells from an item to display as an attack.
Not with just the item -- most magic items don't have spells attached to them, just the description. I'd say if you made a feat that you equip with the staff that has the same spells, that'll allow the spells to show up on your sheet, and then you'll be able to display them as attacks as normal. You'd still have to track charges through the item, though.

Thank you. That seems to have helped. I am confused why they wouldn't allow customization of spells from an item but will allow it from a feat.
