So just a question about when a PC say a Bugbear uses a thrown weapon weapon say hand axe that has a range of 20/60 does that range start at the square next to the Bugbear, or the square after that, assuming using a grid where each square is five feet?

Ranges for ranged attacks (regardless of whether they're thrown weapons, ranged weapons, ranged spell attacks, whatever) start at the creature making the attack. The square next to the Bugbear is 5 feet away for this purpose.
Put another way because of the way the topic title is asking? Range doesn't impact thrown weapons unless there is some weird clause/monster that states it but to my knowledge there isn't.
