Meazel (Mordenkainen's Tome of Foes, p. 214) is a 10HD creature with 35hp and some pretty nasty abilities. Any chance the challenge rating is not right?
Defensive CR: 35hp, 13ac plus the ability to use hide as a bonus action (According to the calculation for a monster with nimble escape, the ability to hide as a bonus action gives a monster +4 effective ac) gives it a defensive CR of 1/2
Offensive CR: 9 damage per round (Across 3 rounds it does more damage using 3 shortsword attacks (3 X 9) then Garrotte (6+10+10)), attack bonus of +5 gives an offensive CR of 2.
Overall CR = (2 + 1/2) / 2 = 1.25 rounded down to 1.
So yeah, the DMG says the monsters CR is correct (for once), although admittedly the monster would be a lot more dangerous when within 300ft of other creatures in the Shadowfell.
That Shadow Teleport is potentially extremely nasty, and doesn't factor into the official CR calculation. There's a ton of critters that become extremely nasty if the DM takes the proverbial gloves off though. Sticking with CR 1 is probably ok.

No, not really. Many equally nasty monsters of challenge rating 1 exist, such as the carrionette or the husk zombie or the thorny, just to name a few.
