Don't know why but you cannot hex a maul. I may be using it wrong. I have tried to use the homebrew feature but to no avail. DM and I have been working on this for quite sometime but it is a shame that with the homebrew tool I have hit a dead end. Thought that using a longsword for the template and then changing out the damage type would work just as well. Going from a d10 to 2d6. But that does not seem to get the job done. It shows the 2d6 on the item sheet, however it is not the clickable icon. What is the step that I am missing.
PS I am very inexperienced for using the homebrew feature, and not overly familiar with it in any sense of the word.
(Oath of Vengeance Paladin / Hexblade multiclass.)
It has to lack the two handed property to be used as a hex weapon. If you want homebrew, you might have to just use the maul and manually customise the hit/damage to match charisma. You'd have to do this every time it changes (which shouldn't be too often), but it's easy to do.
Is your Warlock level 3 and has Pact of the Blade? You need to make the Maul your Pact Weapon first, before you can select Hex Weapon, because, as Lathius stated, of the two-handed exclusion of the basic Hex Weapon rules.

I agree you have to make the Maul your weapon of the Pact.
