If you only care about raw damage, Fighter 11 and the extra feat or two makes it the better option for scaling. But Barbarian has a larger spread of features which could be useful. Scaling them gives more HP, speed, initiative, and overall survivability.
It can also depend on your subclasses. Something like Totem barbarian has a strong level 3, but its 6 and 10 are really mediocre. Something like Zealot scales fairly well, gaining a bit more damage and also some fantastic other features (Indomitable once/rage, an amazing team buff, immortality, etc)
A lot of fighter subclasses don't feel like they scale a ton with fighter levels, besides EK (which doesn't pair well with barbarian, anyways). Battlemaster has some mild scaling.
Overall, a lot of features to look at before you decide. You should also keep in mind what level you will realistically hit.
