Sounds more of a sorcerer or druid thing. Wizard subclasses usually follow the theme of schools, philosophies, and arcane traditions, while Sorcerers get the "elemental power" angle and druids harness the power of nature.

there are cleric sorcerers (divine soul) and wizard and druid clerics (arcana & nature domain), so why not have a druid wizard? (with powers related to oceans and storms and weather.)
Probably just can't make it interesting, they had the soul of the sea sorcerer and it was.. pretty meh. typical boring YAR THE SEAS CURSE YA SCURVY DOG YAAAAAAARRRRRR. Kinda glad they canned it, hopefully they'll revisit the idea at some point and ya know just make it aquatic themed and not the pirate ship story sorcerer

There's a Druid of the Coast, and it can multiclass into wizard.

like, you'd think that Wizards of the Coast would make a oceanic, coastal, themed wizard subclass by now.
