It doesn't stipulate this explicitly so there's some wriggle room for arguments to the contrary, but by my reckoning the intent is that you have to meet the requirements without the aid of magic. This is also more convenient in practice, since it avoids discussions about what happens when you lose the item that would have allowed you to qualify.
Sage Advice clarifies that it has to be your base score, not a temporary score. A magic item that can be removed or suppressed, like a headband of intellect or gauntlets of ogre strength, wouldn't count. A tome or manual, which permanently adjusts your base, would.
