Recreating Meta Runner.

Disclaimer:  This thread is for people who have seen Meta Runner by Glitch Productions.

As the title says. Not sure how I should remake the Meta Runner arm and Tari abilities to make a chracter with. 

Maybe a Warforged Variant or a Meta Runner arm magic item?               

I was thinking a 3rd lv Artificer and 3rd lv Fighter or Monk with Warforged race and the Wanderer or Outlander background. Any ideas? 

If it helps I have 6 levels to work with and im open to homebrew or official D&D content. I appreciate the help. Thx.
