(It's actually a 7th lv character but I can't fix the title sorry)
I was experimenting with class, race, feat and background combos to get proficiency with as many skills as possible. Here's the combo I created.
There are many races that give two skill proficiencies but I ended up doing a Half-Elf because of the flexibility of choosing any two skills.
For starting class do Rogue because the Rogue is the only class granting 4 skills.
Multiclass with a Bard, Blood Hunter and Ranger to gain 1 skill from each of their skill lists.
Choose any background to gain 2 more skills. ( I would advise choosing a background that grants you skills that you are already have so that you get to choose any 2 skills)
Level up one of there classes to level 4 so that you can gain the Skilled Feat, which grants any 3 skill proficiencies.
Half-Elf: any 2 skills.
Rogue: 4 skills from it's skill list.
Bard: 1 skill from it's skill list.
Blood Hunter: 1 skill from it's skill list.
Ranger: 1 skill from it's skill list.
Background: 2 preset skills. (Unless you're already proficient with those peset skills)
Skilled Feat: any 3 skills.
Grand Total 14 of the 18 skills. Boom.
This is just the base model so you still have 12 levels to multiclass and/or level up.
Let me know if there's any way to gain any more skills without magic items or there's any flaws I may be missing.

Rogue lvl 4: 4 from list, subclass scout for additional nature and survival (2)
Bard lvl 4: any 1 from MC, Subclass Lore for + any 3
background: +2
Skilled Feat: +any 3
Skill expert feat: + any 1
unless there a conflict i've forgotten about that would be proficiency in all 18 skills at lvl 8 with 7 expertise (2 bard, 2 rogue, 2scout, 1 Skill expert) and you only need to focus dex and cha
L4-7 Bard of Lore: and Level 4 bard pick skilled to get rest of skills needed.
Edit: I forgot to say that I did have trouble with the PC generator bogging down and not wanting to allow me to leave some choices until the end, ie I did the background skills towards the end to fill in the gaps I needed and often it froze for a time.
