I am running a group at Hero Tier and we are just about to hit level 3. My bard wants to run College of Glamor from Xanathar which I as DM do not have on the app, but he has it on his app. My question is this: When he levels up, will I as DM see his bard college on his character sheet?

If that player owns the content themselves, with no one in the group having the master tier subscription, that player will still be able to make and level up that character in accordance with the content they own. That character will be visable to everyone else in the campaign as well. They just don't benefit from any group sourced content that others may own since no one has a master tier sub in the group.
OK...but would I, as DM, be able to see their particular content stats on their character sheet within the campaign?
Yes.
You would only be able to manually update and add things you had access to though. So if the player say, owns Rime of the Frostmaiden, and you wanted to give them an item from that book and you didn't own it? You'd have to tell the player to add that to their sheet instead of potentially doing it for them.
