Ok so I am currently a level 3 rogue and preparing to level my character up. My wisdom is currently 12 but I know when I level up I can increase it by 2 or 2 different ones by 1 My question is since the cleric requirement is 13 does this mean as soon as I level my character up to 4th level I can stay a third level rogue and become a first level cleric since I could then increase my wisdom to meet the requirement, right? Or do I have to become a 4th level rogue and wait till the next level up multi-cloud into cleric
When you level up you can use an ASI to increase your Wis, but getting that ASI is part of becoming a 4th level rogue - not a 4th level character. If you take a cleric level you don't get that Ability Score Improvement (not until you get 4 levels of cleric anyway). So, short answer: yes, you have to become a 4th level rogue first and wait for the next level up to go into cleric. Slightly longer answer: very few character mechanics other than your proficiency bonus depend on overall character level, and getting your ASIs is not one of those very few. Don't overlook the details.

What pangurjan said. ASIs are class based (fighters and rogues actually get more than most), so you have to actually take the appropriate number of a single class to get them. If you were to decide to take less than four levels of a class and multiclass into another and continue this trend you could end up with a level 20 character with no ASIs or feats.
That said, it's possible for your DM to waive the multiclassing requirements, but that depends on the DM. RAW though, the others are correct.
Your proficiency bonus is based on character level rather than class level, but your ASIs are determined by class levels. In fact, rogue and fighter specifically get some extra ASIs compared to other classes. ASI/feat levels are still tied to individual classes. If someone went nuts and multiclassed into everything you could reach character level 20 without getting a single asi.
