Really depends on what you mean by "dream based" Wizard. Beyond the "Mr. Sandman" aspect of sleep, I don't really see enchantment, same for Abjuration. Divination or Illusion I think depending on whether you want to bring knowledge back from dreams (maybe MC with Phantom) or bring "dreamstuff" into reality through illusion magic.

It might just be easier to go with a transmutation wizard, so that you can change into something different when you need to (or wild-shape from druid to do it easier).
If you aren't being the only player, there isn't going to be many options for a PC to actually use the dream spell repeatedly.

Sadly no. First off, she is specifically stated to be a wizard, so it does not make sense to have any other class. Second, she does not change forms at all. She just falls asleep and gets stronger while she is snoozing.
Divination is the one that screams dream-based the most to me. You can flavor your divination magic around dream interpretation, reading the signs and finally understanding them in the moment when you expend a Portent die just in time to affect an outcome. I could definitely see it. Divination magic is generally more ethereal and mystical as well, which fits great with a dream motif.
