A Hero subscriber level I mean. :) As such, I can build an Unlimited number of PCs in DNDB. I am trying to work out how I can sensibly organize access to them.
I have a few PbP campaigns which I have PCs for. They can be easily sorted as they are associated with a given PbP campaign. Done.
I also have a bunch of PCs for my face to face home games. You could call them my Stable I guess. I'd like to organize them into a group some way. I tried to create a new campaign called "Blakey's Stable" which works, but then I can't add my own PCs to that campaign - or at least I can't figure out how to.
I also have a bunch of NPCs I'd like to create to start populating my Homebrew world with actual statistically built DND characters. I can do that, but again I would like a way to group them.

To add characters to your own campaign, first option is use 'create unassigned character' inside the campaign to create your characters in there.
The other option is to add an existing character to a campaign. You do that in exactly the same way as getting a player to add a character to a campaign. inside the campaign there is invite link for the campaign, just copy that, paste it into your browser and it'll ask you which character you want to join the campaign with (even if it's not the first character, it'll still ask you to pick a character to join the campaign with). Then just rinse and repeat until you have all the characters in the campaign you want.
