My character started level three with both of these under the agreement that my character doesn’t have them attuned and doesn’t know their true power. I don’t have access to either of their powers. My backstory involves waking up on the material plane with no memories of my past, but above the table I was a powerful member of a space traveling family (we’re going spelljammer at some point and this will help lead into that). While I understand my ability to unlock these powers will ultimately be up to my DM I’m curious what level one might normally get these items? I know it’s going to be a ways out and I’m in no rush, I just want to have an idea.
This is really going to depend on your DM and every DM views magic items differently. That said, if your DM is using the DMG as a basic outline, the DMG recommends very rare items, like both items you listed, begin showing up at around level eleven, though it makes it very clear they could show up earlier or later.
This is great and more or less what I was looking for. I’m assuming I’ll end up with at least partial access to one of them a little sooner than expected and some of it a litter later than expected. I was just trying to find a baseline of “when is it too soon to ask if I can learn X thing about either”.
