Rather on the weak side. Racial ability score modifiers should add up to 3 and you've only got +1 to strength and a floating +1. Could use some other abilities: I recommend having racial proficiency with Perception rather than granting Advantage on Perception checks and give them some other abilities. Natural weapons are practically a cosmetic feature in 5E (and having a canine race that has an innate claw attack rather than an innate bite is weird) and they've got absolutely nothing else, try checking the Tabaxi, Minotaurs, Giff, or other races to get a feel for about how much in the way of abilities a race should have.
You've got a good start, it just needs more tweaking.
Dogs and wolves generally attack with teeth and use their paws to steady themselves. I'd switch the claw attack to a bite.
Use the standard +2/+1 for racial ASIs so it's on a par with others.
Consider an additional ability. Perhaps a howl that boosts nearby creatures? Gives them advantage or a +X to their rolls or something? Or perhaps intimidates foes so they get disadvantage or you get advantage?
I'm not great at balancing things, but looking at it, it could do with a really nice active ability that's also flavourful. You have a nice and flavourful passive ability - advantage on perceptions checks involving sound or smell - but that's fairly niche and you really want a nice flavourful active ability as well.

The foxfire tail effect is very cool but on the weak side: compare it to the giff's Astral Spark ability that lets them add their proficiency bonus to a weapon damage roll a number of times per day equal to their proficiency bonus. Immunity to charm effects is awfully strong, I'd drop it down to having advantage on saving throws against charm effects to keep it in line with similar racial abilities. The fox shapeshifting is in keeping with the lore but is pretty loose right now, I think it should be hammered out exactly how often they can do so and how their ability scores and available actions are affected.
