If you bought the MMM races you will be able to build characters using those races with the character builder. If you were in a campaign, and anyone in the campaign has a Master Tier membership and has enabled content sharing, anyone in that campaign will have access to the races too.
Of course, that's technical feasibility. if for some reason the DM says, no races from MMM, then while you can make a character with the races, that doesn't give you the right to bring in characters made from content not welcome in the game. I think you were asking about technical capacity, but wanted to put that point in about game etiquette just in case.
