Indeed I don't know the specific context by what you mean by help in creating a homebrew race either? What is it that you need help with exactly? creating the homebrew in beyond. Or creating the actual race? Its mechanics, alignment, speed, special features, etc.
I want to make (a) dragon race(s) so my players can play a dragon. I need to modify the 4 (Wyrmling, Young Adult, Adult and Ancient) Monster sheets so I can have a player advance with Hit Dice and various abilities so no one feels underpowered or overpowered.
If you search for Dragon in homebrew races, you'll see many efforts.
That said, what you're outlining while arguably doable in paper homebrew isn't something you could build in D&D Beyond. A PC has a race, but gets its hit dice from class. The features of a dragon in the Monster Manuals and in Fizban's are clearly OP for a level one player and any adaptation to "player scale" (like using a Dragonborn's breath weapon as a model for the Dragon race's breath weapon) is going to seem underpowered against any Dragons the player comes across in an encounter.

I am having the issue where the race isn't showing up at all I am subscribed as master tier and I have the allow homebrew races but wolfkind just will not show up at all.
Is this a homebrew you made? I know when I made homebrew to swap out spells on the Aberrant Mind Sorcerer, after I made the change, it took several hours for it to update. Actually, I just logged out and checked it the next day and the spell changes took hold.
If it is someone else's homebrew I'm not sure what to say. As suggested above, the homebrew forum would probably get you better answers.

If you want to use someone else's published homebrew you require a Subscription, which will allow you to add public homebrew to your collection.
You also have to enable Homebrew Content on the first page of the Character Builder (the toggle should be red/right).

What’s the sticking point. Does the race not show up? Does it error? Are you trying to make it yourself? Are you trying to import it?
