My main 2 questions are does it kill the target and how long does it last? For the does it kill the host question, the Intellect Devourer straight up eats the target's brain! It needs to be returned within 1 round. For the how long does it last question, the keyrune states that it does it for a brief time.
For the answers, I am assuming no to killing (as it does not specify death in keyrune description) and brief time would be 1 hour? Below are the descriptions for each:

On command, it transforms into an intellect devourer that resembles the Dimir guild symbol, with six bladelike legs. The creature exists for up to 24 hours. During that time, it pursues only a single mission you give it — usually an assignment to take over someone's body, either to impersonate that person for a brief time or to extract secrets from their mind. When the mission is complete, the creature returns to you, reports its success, and reverts to its keyrune form.
Intellect Devourer can use Body Thief:The intellect devourer initiates an Intelligence contest with an incapacitated humanoid within 5 feet of it. If it wins the contest, the intellect devourer magically consumes the target’s brain, teleports into the target’s skull, and takes control of the target’s body. While inside a creature, the intellect devourer has total cover against attacks and other effects originating outside its host. The intellect devourer retains its Intelligence, Wisdom, and Charisma scores, as well as its understanding of Deep Speech, its telepathy, and its traits. It otherwise adopts the target’s statistics. It knows everything the creature knew, including spells and languages. If the host body drops to 0 hit points, the intellect devourer must leave it. Aprotection from evil and goodspell cast on the body drives the intellect devourer out. The intellect devourer is also forced out if the target regains its devoured brain by means of awish. By spending 5 feet of its movement, the intellect devourer can voluntarily leave the body, teleporting to the nearest unoccupied space within 5 feet of it. The body then dies, unless its brain is restored within 1 round.
It doesn't exactly kill them directly, but nine times out of ten, yes, this is effectively murdering someone. The devourer will eat their brain, assume their identity for the remainder of the 24 hours, and then leave the corpse behind.
