If you're stuck on a name for an NPC, character, town, district, kingdom, or anything else, you can post on this forum a basic idea of what that thing is and I'll think of a creative name for it. For example:
"I need a name for a small village in a grassland, populated by gnomes and elves. A river runs through the village."
Or...
"He's a Hill dwarf wizard, School of Abjuration. Neutral good. Has a red beard."
I'll try to respond as quickly as possible, but due to time zones and time differences, it might be as long as 24 hours before you get a name.
Hm, what a fun game. Can you do it in reverse too?
Sgt. Bromm has rank of squad leader in the city watch of the port city of Ghazzad. He's in charge of the bounties office, and he's the one prospective bounty hunters come to with questions. What can you tell me about him in terms of class, personality, maybe appearance?
Or, to do what you're actually asking: For the Festival of the Tides, this year the Empress of the Sahuagin Empire is coming in embassy to Ghazzad. What's her name, the name (and maybe race?) of her Grand Visier - and what's the name of the high priest of the pelagic congregation (that is, the human religion that's concerned with sailers, fishermen and the sea)?

Blanket disclaimer: I only ever state opinion. But I can sound terribly dogmatic - so if you feel I'm trying to tell you what to think, I'm really not, I swear. I'm telling you what I think, that's all.

I think I won't do too well in reverse, but maybe Sargeant Bromm could be a hardy stout halfling, possibly an Eldritch Knight? If Ghazzad is a port city, Bromm probably has some relations with the pirates, fishmongers, and sailors of the area, and he's lived to love seafood. For the Festival of Tides, here's what I came up with.
Empress names:
Queen Saltfin
Empress Ethrynna of Glintwater
Klyrona Gurgle
The Grand Vizier could be a sea elf who has struck a deal with the Empress (maybe in exchange for gold or a constant supply of seafood). Vizier names:

That's honestly not bad. I think I like my own Bromm better - aging, bitter, convinced that all bounty hunters are either idiots, cheats or gloryhounds way too full of themselves. A dwarf, who served in one of the many wars, retired to become a watchman, and while he's a sergeant, he still feels others less qualified have passed him by, and he'd really be more use as a watch commander. Maybe a disillusioned former paladin?! Eh =)
For the Sahuagin embassy, I really like the idea of a sea elf. An effeminate male elf who abandoned all the ideals of his people, became a traitor and went to work for the enemy. Sleazy and poisonous, his main job is to whisper vile gossip and slander in the ear of his Mistress. Nyx Squidsong, good name for him. Too much, and too gaudy, jewelry. Maybe he brings along a couple of personal slaves.
Oriel is maybe too close to Ariel - and we don't do Disney Princesses (TM) - but Father Crabstone. Yea. I was thinking something like .. Father Sargassum, Father Brine, Father .. I wanted something like Seaweebeard, but obviously that's both too dumb, too cumbersom and too on the nose. But Crapstone is really good too.

A friend is running a Pathfinder 1e game soon, and I need a nickname for my halfling gunslinger. The halfling's name is Welton Kaz. He was a member of a pirate crew, where he fixed the other members' guns and the ship's cannons and such. Welton abandoned ship when his crew attacked another.
He has a Strength score of 5 and can hold barely any equipment.

Whoops, I didn't even realise that Oriel sounded like Ariel!
Well, I'm glad you liked it!

Perhaps...
My personal favourite is the Wellerman. I've known the sea shanty for a while and since Welton's part of a pirate crew I think it fits him quite well.
