Personally, I'd actually quite the effect. Having to refer to the Gibbering Mouther statblock will be a pain. I've never created a homebrew magic item on DDB so I don't know if they work, but if they do, then you could get away with putting a tooltip like I did instead. If you're planning on using it without necessarily being able to utilise that quick link though (eg tooltips don't work or you plan to print it out), then I'd actually quote or summarise it.

Neat idea for a cursed potion (or just a Wonka-like side effect), but a 1 in 3 chance of triggering it seems too high to me
Also, how long do the potion's effects last for?
