It's a coupon code. You have to use it before purchasing something. It's not specific to Mordenkainen's Tome of Foes.
I paid $15 for my Mordy's on the same day it was announced for pre-order. I'm actually kinda upset that there's nothing else I can buy with this code...

Are you referring to the adventure, or the lack of a coupon on your purchase as what the staff needs to resolve?
If it is the prorder adventure then yes, all pre-orders will get it. It does not matter when you preordered.
If you are referring to the coupon then there is nothing to resolve. Whenever you make a purchase you have the choice to use or wait for a coupon, or you can pay full price. Just because a coupon was released after your preorder doesn't mean you deserve money back.
Except the coupon code wasn’t dropped specifically for the preorder. The preorder is one option to use it on and it makes sense to advertise that you could use it on the new book because that makes the most sense for advertising since no one owns it yet so it has the biggest market for purchase. The Amazon example doesn’t really hold here as the price isn’t changing. The base price is still the same regardless if you have a coupon or not. Why would they even offer a coupon if you are suggesting they just apply it to everyone. It’s a use it or lose it whether a preorder or not.

There seem to have been a lot of coupon codes out recently - which discourages folks from early pre-ordering (well, it will from now on in my case)
