Dragonborn are classified humanoids, and thus not on the list of effected creature types. As a DM I would say no. This goes for kobolds as well. They may be draconic in nature, but they are still classified as humanoid.
I base this reasoning on the Warforged argument. Warforged are - for all intents and purposes - constructs. Constructs are immune to Cure Wounds. However, Warforged are classified as Humanoids, and thus not Constructs, and can be healed by said spell.
Dragonborn and Kobold, while draconic in nature, are humanoids - not dragons. They are outside the ability's purview and cannot be targeted.
All this being said ... In the end, your DM has final say. If they say dragonborn can be targeted by Primeval Awareness, they are targeted by Primeval Awareness.
The question has come up in our game and we can't find a definitive answer.
Does the ranger Primeval Awarness ability trigger on dragonborn as nearby dragons?
