Today I learned that Lesser Restoration removes the Blinded condition from a Rug of Smothering. How? Not sure, but the rules are clear. (To be fair, the Blinded condition lasts while the target is grappled, so casting Lesser Restoration probably wouldn't work. General rule (Lesser Restoration) vs. specific rule (Blinded while grappled by Rug), specific rule wins. Also, common sense.)
It is starting to seem like all physical things that create Heavily Obscured or Blinded (Fog Cloud, Rug of Smothering) should have the 'effectively blinded'. Then non-physical things should cause the Blinded condition (Blindless/Deafness, Color Spray) (except of course the very physical act of having your eyes poked/damaged and becoming blinded). Basically, the difference would be how you are blinded:
your eyes are fine, but there is something blocking your vision completely (effectively blinded)
your eyes are not fine, there is something causing them to be blinded (Blinded condition)
Case 2 can be cured with Lesser Restoration. Case 1 should not be curable with that, but instead e.g., moving out of Heavily Obscured area, escaping from the Rug.
I have a high-level Circle of Spore druid with said Class Feature, so I have my own interest in this. Based on my comment and the wording of the Class Feature, I would surmise that it does not provide extra vision physically outside of you (says that your body has changed) and that it would not offer protection from 'effectively blinded', only from Blinded condition. Because it also provides immunity to Poisoned and Frightened condition, I see it as something internal, e.g., when blinded by some spell, it causes temporary damage to your eyes but worry not, the spores instantly take control and allow you to see normally (immunity to Blinded condition). Same would work when physically having your eyes ripped out. Instead, when there is a rug around your head covering your eyes, the spores can't help you see through it.
However, I can see why it makes sense to be extra vision outside of you, as there are constantly spores in 10 feet around the druid. Maybe one option would be to grant Blindsight 10 ft, but I would not probably go for that.
