My main character is a Swashbuckler Rouge. With point buy and half-elf customized ability score increases, my ability spread is 15 in DEX, CON, and CHA, and 8 in everything else. Now, a rouges first priority is to get DEX to 20, but assuming two feats after that, I will have two ASI's left. What I am saying is, should I use those two ASIs to either max out CON or CHA, or do an even spilt between the two (get them both to 18)?
A really great feature of the swashbuckler is their sneak attack. There are only two instances where you DON'T get sneak attack - melee with another enemy adjacent to your target and ranged where the target isn't within 5 ft of an ally (assuming you're using the right type of weapons). Dual wielding does allow for two https://100001****/ chances at sneak attack damage, in case your first attempt missed.
If you go booming blade though, you can't do it twice per round. It's a spell, not an attack action, so dual wielding bonus action isn't triggered.
an 8 strength guess you are not carrying a lot of loot Studded leather (13), 2 rapiers(4), a light Crossbow(5) and 20 bolts(1.5) is 23.5 pounds of gear just to be combat capable not counting Backpack (5), Quiver(1) Bedroll & Blanket (10) Clothes(fine,6)Pouch x2 (2) Rations for a week (28), Rope (silk 5) Mess kit (1) Tinderbox (1), Tent*(20), Waterskin(5) is 85 pounds + 23.5 from your combat gear you are carrying 108.5 pounds of gear which means you can effectively carry only 11.5 pounds of miscellaneous gear if you are using normal encumbrance rules this is not so big a deal however if your DM is using the variant rule you are heavily encumbered and your speed drops by 20 and you have disadvantage on Ability checks, attacks Saving Throws involving Strength, Dexterity, and Constitution.
This was not taking into the account if you were wearing heavier armor which would in all effect serve to encumber you more if you had a strength of 8

8 wisdom -1 to perception this is a big thing for the rogue class your passive is a 9 which is a greater than 50 percent chance to out right fail. -1 to saves vs wisdom affecting spells the first time you encounter a cleric with a hold person spell you could be in trouble.
If you are playing any kind of rogue there is no dump stat you are honestly better taking 10,10,10,14,14,14 then applying your racial abilities and thereby not shooting yourself in the foot right out of the gate it gives you better carrying capacity and you are not inherently sucky at things that are important to the rogue class as a whole even if they are not important to the Swashbuckler archetype.

Rogue* probably doesn't want to get hit to begin with so I'd say max Cha 2nd on your Rogue*.

I would split ASI evenly between CON and CHA after DEX is maxed out.
